stions prescribing how the goods shall be disposed of. In general, with

the exception of Category 1 goods, about which there are special regul-

ations, all dangerous goods must be landed at the place "adjoining or

nearost to the premises licensed for the storage of such goods" and must

be moved to those premises by the shortest route "with all reasonable

speed". A legitimate complaint from the Chief Officer of the Fire Bri-

gade was that beforo ho could investigate premises for improper storage

of dangerous goods, or celluloil or cinematograph films, both ordinances

prescribe that he must have " reasonable grounds" for search. As he had

little knowledge of the movement of dangerous goods, it was difficult

to acquire "reasonable rounds". It is clear that if he could be noti-

fiod of the arrival in the Colony of dangerous goods, his inspections (a valuable part of fire prevention) would be much less of a hit-or-mi sc

nature and could be more fruitfully directod. There seems to be no in-

heront difficulty in the Marine Department notifying the Chief Officer

of the arrival of dangerous goods and celluloid, provided that masters

of ships could be made well aware of what the Colony regarded as danger-

Jus goods, and provided that celluloid and film were added to their

number. The Marine Department is not apprised of the names of the con-

signees, nor is it necessary that it should be, but this information

can be supplied by the Imports and Exports Department should the Fire

Brigade wish to trace the destination of the goods. We do not therefore

consider that an amendment of the existing law is necessary, except in

so far as notifying the arrival of celluloid or cinematograph film in

bulk, but we recommend that those three Departments could with advan-

tago work out an administrative procedure which would attain the ends

of the Fire Brigade,

License for Fossession and Storage of Dangerous Goods:

68. The licensing of premises for storage is governed by a whole

sories of rourulations, the most elaborate of which are concerned with

substances falling within Categories 1 and 4. With regard to the latter

there is a special scries of detailed regulations connected with the
